The Interchange Loan Petition Begins!

January 12th marks to the start date for the Spencer Road Interchange (also known as the Bear Mountain Interchange) Loan Petition. Citizens will set out on foot to meet with residents and ask them to sign a petition calling for a referendum regarding Langford’s request from the province to borrow $25 million to build the Spencer Road Interchange. The 30 day window to gather over 2000 signatures is Jan. 12th – Feb. 10th.
It is important to note that under normal circumstances, municipal loan bylaws are supposed to go through a referendum or counter-petition process. Langford may have found a legal loophole in declaring the Interchange a “Local Service Area” to let them avoid the referendum. Therefore, Langford has not sanctioned this as an official counter-petition so a successful petition does not automatically mean they will be forced to put the loan bylaw to a referendum.
However, we will mimic the counter-petition process (as defined by provincial legislation) that we believe they should have followed .
