Special Council Meeting to Award Roundabout Contract

CITY OF LANGFORD
SPECIAL MEETING OF COUNCIL
Wednesday, October 7th, 2009 @ 5:00 p.m.
The matters to be dealt with are: Goldstream Avenue Revitalization (Bryn Maur to
VMP)- Award of Construction Contract.

At the August 17 meeting, Council approved staff to design and tender the Goldstream enhancement works for the construction of a roundabout, additional parking, hard landscaping and lighting. The purpose of this report is to seek Council approval for the award of contract for the construction of the civil portion of Goldstream.

COMMENTARY
The tender closed on September 22 and six (6) qualified bids were received, please refer to the list below:

1/ C-1 Contractors Ltd. $ 623,182.35
2/ Scansa Construction Ltd. $ 638,016.75
3/ Northridge $ 673,575.00
4/ G&E Equipment $ 676,200.00
5/ Excel Contracting $ 677,407.50
6/ Chew Excavating $ 711,900.00
The project is anticipated to start upon Council’s approval and the project will take approximately 11 weeks to complete.
FINANCIAL IMPLICATIONS
Funding is available in the Road DCC Reserve Fund.
LEGAL IMPLICATIONS
There are no legal implications to this project.

    Then use the damn money on something important, like sidewalks where there are none, and proper bus stops where there are none!

    The Mayor announced the Economic Development Marketing Committee and its members at the Economic Forum held on January 17th, 2009.

    The committee consists of members from the business community, West Shore Chamber of Commerce, staff and is committed to:
    * To work with the business and development community to create and provide more jobs to keep people working.
    * Continue to improve recreation services for our residents.
    * To improve transportation infrastructure and support the establishment of commuter rail going from Victoria to Langford and back.
    * Continue year round Trolley service.
    * Open a new Tourist information Centre on the TC Highway at Amy.
    * 1-800-SAFTY & CRIME line with Police, Fire, Security and Bylaw Enforcement.
    * Spencer Road Interchange.
    * Reduce Fees and Permits.
    The Economic Development Marketing Committee will help monitor and facilitate this process with the support of the communities’ business leaders.

    Just saw this – why the *heck* is there no Public Participate part in this Special Meeting? Do we not get a say? Those monies getting used, they be City money, that is our money – not councillors money, they just the stiffs elected to run the boat – still our cargo – we should get a say shouldn’t we? And how much notice of this meeting? Why was it not done Monday at the regular Council meeting? Some of us are working stiffs and 5PM meeting just shut us all out……… But then I guess they did not want to hear – I think some water pumped round-about is a dumb idea and lots of people could be kept working fixing holes (some of them crators) in our existing roads and building sidewalks so the kiddies do not get run down. But that is not splashing enough for new Langford.

  6. I attended the very short, less than 2 minute meeting, that passed the motion to award the Goldstream Ave. roundabout contract. There was no Public Participation section to the meeting. All the Councillors were present but the mayor was absent, so the meeting was chaired by Deputy Mayor Councillor Lanny Seaton. The meeting was brought to order, a motion to do “Option #1″ in the agenda was made, seconded and unananimously voted on without any discussion and then the meeting was adjourned. Taken from the agenda that was posted to the City of Langford website, Option #1 is, “award the contract to C-1 Contractors for $623,182.35 including GST for the construction of the roundabout, parking, hard landscaping and lighting on Goldstream Avenue from Bryn Amur to Veterans Memorial Parkway.”
