An infill extravaganza Monday night

Tonight’s second meeting is Planning, Zoning, and Affordable Housing at 7PM.

There is a large laundry list of proposals on the Planning and Zoning agenda, spread around Langford, to be discussed:

- “rezone 962 Whisperwind Place and 990 Ironwood Court from R2 (One- and Two-Family Residential) to RS2 (Residential Small Lot 2) and to vary both rear yard setbacks from 6 metres (20 feet) to 3 metres (10 feet) to allow for the subdivision of the property developed with an existing detached duplex.”

- “a Development Permit to vary Zoning Bylaw… to Permit the Construction of a Detached Duplex at 926 Rowils Crescent”

- “a Development Variance Permit to Vary the Minimum Lot Width and Minimum Setback to an Interior Side Yard Setback to Allow the Creation of One Additional Lot by Subdivision With a Conservation Area at 2681 Rainville Road”

- “a Development Variance Permit to vary the height of a building from the maximum of 12.2m (40ft) to not more than four storeys and to vary the frontage improvements and to permit a roof overhang and patio encroachment in order to facilitate the construction of a four storey mixed-use residential/commercial building at 662 Goldstream Avenue”

- “a Development Variance Permit to Vary the Parking Ratio on a Four Storey Residential Building at 3240 Jacklin Road from the Required 1.75 Spaces Per Unit to 1.5 Spaces Per Unit”

- “vary the minimum lot width requirement from 16 metres (52.5 feet) to 10.95 metres (35.9 feet) and 6.75 metres (22.2 feet) to allow for a two-lot subdivision at 2916 Aprell Place”

The first meeting tonight is Parks and Rec at 5PM, and there will be a third meeting, for the Protective Services committee, Tuesday at 5PM.

  1. Ironically, what was not on the agenda had most of the discussion time at last Monday’s Planning, Zoning, and Affordable Housing Committee meeting. The topic was the closing of Granderson Road as part of the 4 storey development at 662 Goldstream Ave. The road closure, according to the city staff, was part of the original rezoning and was not part of the variance request on height and frontage encroachment currently before the committee. Shocked residents of the area were concerned about how the road closure would work, and several expressed the notice of road closure seemed to come to them too late, after the decision had already been made. Interesting to note, Bylaw 1267 closing Granderson Rd. will be rescinded to first reading, be ammended, and then be given 1st, 2nd and 3rd reading as ammended at this Tuesday night’s council meeting.

    In contrast to the normal flow at the Planning & Zoning Committee, the last application for subdivision on Aprell Place had a neighbour that was not opposed to the increased density, in fact would have preferred more density as this is a downtown core area lot where the neighbour argued, there should be more density. That discussion elicited the comment from committee member and developer Malcolm Hall, “we can not fault people for under developing.”

  2. The closure of Granderson Road comes before Council for the final time Monday, April 19. Anyone wishing can speak to Council at that 7pm meeting and/or make a written submission at City Hall prior to 4pm that same day. In my experience, if you want your submission to be part of the agenda package for the councillors and other members of the public, as well as part of the legal record, it needs to be submitted sooner, usually by the Wednesday proceeding the Council Meeting, in this case Wed. April 14th.

    Notice of Highway Closure
    This is a notice to the public that the City of Langford intends by Bylaw No. 1267, 2010 to close to traffic, remove the dedication of highway of those portions of highway comprising approximately 1303.6 square metres known as Granderson Road and 14.7 square metres known as Goldstream Avenue dedicated as highway by Plans 1739, 12272, 14555, and 14911 that are shown outlined in bold black on the attached Schedule “A” (the “Road Closure Plan”); AND the disposition of those portions of highway will be to Granderson Developments Ltd. (Inc. No. BC0859331) for the purpose of consolidation with the adjacent property owned by Granderson Developments Ltd. legally described as PID: 024-960-209, Lot A Section 72 Esquimalt District Plan VIP72047 (the “Adjacent Parcel”) in exchange for the dedication of a portion of highway shown outlined in bold black on the attached Schedule “B” (the “New Road Plan”). The Bylaw will be considered for adoption by the Council of the City of Langford at its regular meeting at the City Hall, 3rd Floor, 877 Goldstream Avenue on Monday, April 19, 2010. Persons who consider they are affected by the Bylaw will be provided an opportunity to make representations to Council at the meeting or by delivering a written submission to the Administrator by 4:00 pm on that date.
